Very Odd Horn

I found this cow horn pair. they are from a younger bull/cow. One of them is bent at 90 deg. at the end and one side resembles a pointer dog while the other profile looks something like a duck.

I would like to make it into a powder horn but I have no lathe or other wood-working tools to form a base that would fit the open end.

Can anyone instruct me on an easy way to fashion a base that will accept a strap?

I`ve done  powder horn plugs two ways , one is using my little 1X42 belt sander , and the other was just shaping it with rasp , file , and sand paper ! practice on junk wood first ! and yeah that one does have a duckish look ! lol

I use hand tools a good bit on the base plugs I made.  And despite what a few ladies claimed in my younger days, I'm not very good with my hands.  I don't have a bandsaw or a belt sander, just a vise and some files.  One base plug I made caused a small crack from not being careful enough.  A coping saw helps me a lot but just nothing powered.
