That guy may not be reenacting anything. Some of those Balkan countries really own their past/history to the point that they still dress in the accepted manner for their gender and ethnicity. Montenegro, Moldova, Georgia, and even Trump's wife's old country, Slovenia all cling to customs from a couple of hundred years ago.
Bulgaria may do the same.
