This Means What?

I read in the paper today that the EU is dropping all tariffs on Maine lobster, a major break for the industry.  This will be in return for the US cutting the tariffs on a number of categories including, quote , "PROPELLANT POWDERS".  I'm curious as to what propellant powders this refers to.  Could it be that the cost of Swiss and other imported powders would become more affordable??  OPINIONS?

Time will tell my friend, time will tell. With the present state of the election, I don't think any "propellant powder" will be too very available in the future
