I don't hit links so I didn't read the article but, in my experience, a medium, consistent pressure achieves the best results. I push the ball home until it bottoms out and then raise and drop the ramrod on the ball 3 times. That way I don't get a heavy hand and have inconsistent loads resulting in erratic groups.

(I hope the article didn't talk about something different.)

somewhere there was a similar type test using a bathroom scale to measure pressure in pounds on the ramrod. think they determined that to much pressure started crushing the powder
