Never tried sheep before. But the rabbit and other small critters I've done with hair on were brain-tanned with the solution worked into the skin on the flesh side only. It will probably take more applications than someting without hair as you can't just put it in a bucket and let things work in on their own.

Also, all softening must be done from the flesh side only. Otherwise you'll end up with a bald skin. (susp)
